互联网被认为具有复兴公民参与的民主潜力。中国活跃的网络世界被认为是以公民意识的觉醒和公民社会发展为背景的。基于互联网的公民参与具有进一步拓宽参与渠道、提升参与质量,最终推进民主化和公民文化的重要契机。但也有学者对此持保守态度。

本文的主要研究兴趣在于,在中国语境下,互联网时代的到来会如何改变中国民众参与公共生活、表达个体利益,最终形成群体利益的方式?基于网络的参与行为是否真的能突破传统公民参与的瓶颈?

要回答上述问题,一方面需要对中国特定的国家-社会关系变化及公民参与公共生活的传统进行背景分析。另一方面,需要具体观察网民如何在日常中使用互联网——特别是将互联网作为一种公共参与工具和平台——的具体情况,关注各类在线活动。

本文将梳理西方公民参与以及互联网对公民参与影响的相关文献。之后,将中国基于网络的各种公共参与行为放置于中国公民参与基本特征和情况的背景之下进行分析,发现其突破性和局限性。

为了更具体分析这一问题,本文还将从网络公共论坛参与这一有中国特色的网络活动入手,以猫眼论坛为例观察论坛参与和互动的基本情况。网民是如何在公共论坛中参与对公共议题的探讨,特别是如何讨论政治类话题?这种参与是否具有一些新的特点?

互联网使用可以为公民参与提供新的平台、资源,也一定程度上改变了民众联合的方式和效率。但总的来说,目前互联网带来的政治影响是自由化,而非民主化。基于互联网的公民参与有很多粗糙、缺少公民性之处。

The Effects of Internet Use on Civic Engagement in China: Evidence from Online Public Forum “Maoyankanren”

Abstract

Rejuvenation of the Internet has been considered to have potential for citizen participation in democracy. The main research interest lies in that in the Chinese context how Internet use change Chinese people's participation in public life? To what exent web-based participation can really break through the bottleneck of civic participation tradition?

To answer the question, on the one hand, we need analyse the changing state-society relationship and civic participation in china before the internet era.On the other hand, the specific Internet application and daily use should be concerned.

Based on literature on western citizen participation and the impact of internet use, we analyse Internet-based civic engagement in china. In contrast with the traditional civic engagement, we found online civic participation has its breakthrough and its limitations.

To be more specific, we further analyses online public forum particiaption in china. Taking“maoyankanren”as an example, we explore how a public forum can be used as a playflat for netizens participation. How netizens discussion political topics in the forum? Does online political participation has some new features?

In conclusion, the use of Internet in china can provide new public space, resources for civic participation. And to some extent, it has already changed the way people get involved in public life. However, the current impact of Internet use is liberalization rather than democratization. Internet-based participation of citizens has many limitations in changing the basic politcal structure and its process.
